This stakeholder briefing provides an update on NHS Cornwall and Isles of Scilly and NHS Devon’s plans to come together as part of national reforms to Integrated Care Boards (ICBs).

Interim ICB Cluster Chief Executive Update

Mark Hackett is currently away from his role for personal reasons and Susan Bracefield is undertaking the role of Interim ICB Cluster Chief Executive in his absence.

Susan is supported by the wider executive and senior leadership team to ensure continuity across the ICB cluster.

Extended staff consultation underway

NHS Cornwall and Isles of Scilly and NHS Devon are continuing work to implement the nationally required changes to Integrated Care Boards (ICBs), which require all ICBs to reduce running costs and strengthen their role as strategic commissioners focused on improving population health outcomes and reducing health inequalities.

Over recent months, both organisations have been preparing our future operating model and organisational structure designed to meet these requirements while ensuring we remain able to fulfil our statutory responsibilities and support the populations we serve.

An extended consultation on the proposed phase two structure, which covers the majority of staff roles across both organisations, is underway and is due to close at the end of July.

The consultation period provides an important opportunity for colleagues and recognised trade unions to share their views on the proposed arrangements. Throughout this period, we will continue to provide support, information and opportunities for feedback to our colleagues.

We recognise that this period of change creates uncertainty for many staff and we remain committed to supporting colleagues throughout the consultation process and any subsequent implementation period.

Feedback received through the consultation and discussions with recognised trade unions will be carefully considered and will continue to inform the development of final proposals.

The latest on the consultation, alongside any proposed future organisational arrangements, will be considered through our governance and assurance processes, including consideration by the Cluster Board later this month.

This process will include review of organisational capacity, statutory responsibilities, consultation feedback and the arrangements required to ensure that services and key functions continue to be delivered safely and effectively.

Throughout this period of organisational change, our focus remains firmly on improving outcomes for local people, maintaining safe and effective services, supporting our workforce and working collaboratively with our partners across health, care and the voluntary sector.
